Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to permit state employees who have worked in their positions for at least two years prior to being appointed to a position of a state officer to receive the higher salary. The Department of Administration is unable to determine the fiscal impact of this legislation. There are currently fifty nine (59) appointed positions in state government. Eleven of those positions no longer exist but have not been removed from the statute. The salaries of these fifty nine positions range from $12,000 to $125,000. The majority of these salaries range between $70,000 and $95,000 annually.
There is no way to predict the exact number of positions at any one time that could be affected by this bill or the individual’s salary who would be appointed to the statutory set compensation position. Therefore, this fiscal note is based entirely upon assumptions. If you assume that five positions were filled by current employees making an average of $10,000 more than the salary set by statute, then there would be a $50,000 increase in personal services and a $5,000 increase for their benefits.

The Department of Administration is unable to determine the fiscal impact of this bill. The number of “acting” employees can change daily and the salaries of those employees who are appointed as an “acting” employee are unknown.
