Effect this measure will have on costs and revenues of state government.
The West Virginia Division of Labor already has a number of field inspectors that check these jobs for other compliance issues. It would add one (1) more step in the compliance process. The cost for this would be minimal if any.

Explanation of above estimates (including long-range effect):
This would not create any revenue for West Virginia Division of Labor. The only monies this bill creates is in the pealty / fines, and unless designated differently these would be placed in General Revenue for the State of West Virginia.
The personnel and equipment is already in place to ensure compliance. There would be no start up costs for equipment or new personnel required to be hired.
Memorandum
The only financial issue to consider would be the time that a field inspector would spend in the assisting of the prosecution of a violation. This would be between 3 to 4 hours for each prosecution, not per violation. The number of these at this time is impossible to estimate.
There is no authority for rule making in the proposed bill. Under Chapter 21-3 the authority for rule making is specific to each section in that code.
