Effect this measure will have on costs and revenues of state government.
The WVDOC has no way to predict how many new offenders would be sentenced to its custody as a result of this proposed legislation. However, for each offender sentenced the State of West Virginia can expect a cost of $132,240 (5 years x $26,448 the average cost per inmate in FY 2013). In addition, it should be noted that an indeterminate sentence of 5 to 10 years would result in the offender discharging with good time at the 5 year mark at the same time they are eligible for parole.
