Explanation of above estimates (including long-range effect):
Memorandum
Senate Bill 178 authorizes the Insurance Commissioner to promulgate a legislative rule relating to a health plan insurer internal grievance procedure. The OIC will complete the task of legislative rule promulgation by utlizing existing OIC legal staff. This duty will be absorbed into the current OIC budget and does not increase expenses or revenues by any significant impact.
