Effect this measure will have on costs and revenues of state government.
The WVDOC is unable to predict how many future offenders would be effected by the proposed legislation. However, for each year an offender does not serve as a result of the legislation, the State of West Virginia can expect a cost savings of $26,448 (average annual cost per inmate in FY 2013).
