Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Relocation costs: There were 16 relocation claims received in 2013. Based on this figure,the proposed $500 increase could have an additional cost of $8,000.
Travel to parole hearings: Since this is an added reimbursement there are no prior claims on which to base an estimate of the number of future claims. Assuming 20 claims per year at the statutory maximum of $1,000, the total cost increase would be $20,000.
Claims filed for loss of student loans: Since this is an added reimbursement there are no prior claims on which to base an estimate of the number of future claims. Assuming five claims per year at an estimated $4,000 per claim, the total cost increase would be $20,000.

Explanation of above estimates (including long-range effect):
This measure will have little impact on the cost of state government because the Crime Victim Compensation Fund is a special revenue fund. The Court of Claims receives a federal grant of approximately 60% of the prior year total awards. Government revenues will not be affected.
Memorandum
The change in the number of claim investigators the Court of Claims is authorized to hire will not have a fiscal impact because there are currently no plans to hire additional claim investigators beyond the four that are currently employed. If an additional investigator were to be hired, his or her starting salary would be approximately $32,000, plus the cost of benefits.
The procurement of autopsy reports will not have a fiscal impact because these are provided without charge to the Court of Claims.
