Effect this measure will have on costs and revenues of state government.
As of the end of FY 2013, the WVDOC had 4 offenders incarcerated for this offense. If all 4 offenders had been sentenced under this proposed legislation we could expect them to serve a minimum of 4 extra years in WVDOC custody (one year minimum changed to five year minimum). Therefore the State could expect extra costs of : 4 years X 4 offenders X $26,448 average annual cost per inmate in FY 2013 = $423,168. However, there is no way to predict how many offenders will be sentenced under this statute in the future.
