Effect this measure will have on costs and revenues of state government.
The concurrent resolution requests that a bridge be constructed on Mingo County Route 65/3. The Division of Highways (DOH) has a project programmed for the construction of a road and bridge from WV 65 to the school site.
While the DOH is scheduled to advertise the construction project in July 2013, the date may be delayed if the DOH has not secured all the needed right of way.
The total project cost is estimated at $2.8 million.

Explanation of above estimates (including long-range effect):
The DOH already has a $2.8 million project scheduled. We have authorized $440,000 for design and right of way acquisition. To date, $223,000 has been expended; the majority of the remaining $217,000 will be used to complete right of way acquisition.
Provided that the right of way is secured, as scheduled, and the $2.3 million is authorized for the construction project, the DOH will award a construction contract to a qualified contractor in late August. The project will take approximately one year to complete.
Memorandum
The concurrent resolution states County Route 65/3 as the road on which the bridge is to be constructed. The correct route is Mingo County Route 65/83.
