Effect this measure will have on costs and revenues of state government.


In order to provide for GPS monitoring for sex offenders on parole, the West Virginia Division of Corrections estimates that it would cost the State of West Virginia approximately $3 per day per offender. Although parolees are expected to pay for monitoring costs, the State must cover indigent inmates. In FY 2012, there were approximately 60 sex offenders under parole supervision, therefore 60 offenders x 365 days x $3 per day = $65,700 per year.
