Memorandum

If this legislation is implemented, there could be a fiscal impact, although, it cannot be quatified at this time. The CANS assessment instrument is currently being used on a limited basis, however, evaluation of the use of this assessment is not currently being performed. Initially, WVU will be doing the evaluation piece. There could be future fiscal impact of entering into a contract with the "systems outcome" evaluator (WVU) or an independent evaluator if WVU cannot continue to support the evaluation piece of the legislation. The actual use of the tool for assessing all children will not cause an increase in costs to the State.
