Effect this measure will have on costs and revenues of state government.

The purpose of this bill is to clarify the process for voluntary commitment and transport of juveniles in need of mental health or addiction treatment and provide for payment of juvenile mental health treatment when the individual is not covered by insurance. The Department is unable to provide an accurate estimate of the increase in costs that will be incurred should this bill be implemented. The Department is unaware of any reports on the number of voluntary admissions to free standing psychiatric care hospitals or acute care hospitals with an adolescent psychiatric distinct part unit. The number of admissions and average length of stay for adolescents admitted to those facilities must be provided for the Department to provide a reasonable estimate. In addition, the Department would need the data to contain a breakdown of the individuals by payor source to further determine the Department's responsibility. The average cost per day for utilization of the services by children in the State's custody is $238. Additionally, the Department currently pays for sheriffs' travel expenditures for transport of clients in the State's custody.
