Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of Senate Bill 503 (SB503) is to require counties and municipalities to purchase POW/MIA flags for display at courthouses and other governmental buildings on certain patriotic days. The bill also provides that POW/MIA flags purchased from county general revenue funds must be manufactured in the United States. SB503 will have no effect on the costs and revenues of state government. The costs will be borne by the counties and municipalities. POW/MIA flags, which are 4' x 6', manufactured in the United States and made of nylon, cost approximately $45 each. It appears many county and municipal courthouses and other governmental buildings already have POW/MIA flags. However, as the flags become worn and damaged, they will need to be replaced.

Memorandum


We suggest you consider adding language to authorize flags be donated, as opposed to requiring them to be purchased. There are numerous veterans organizations throughout the state that might be willing to donate a POW/MIA flag.
