Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of House Bill 2895 (HB2895) is to require the POW/MIA flag to be displayed at county courthouses and to require the flags be purchased out of the county general revenue fund. Flags purchased using general revenue funds must be manufactured in the United States. The bill deletes language that permits counties and municipalities to purchase and display a POW/MIA flag on specific patriotic days. POW/MIA flags, which are 4' x 6', manufactured in the United States and made of nylon, cost approximately $45 each. It appears most of the 55 county courthouses already have POW/MIA flags. However, as the flags become worn and damaged, they will need to be replaced. HB2895 will have no effect on the costs and revenues of state government. The costs are to be borne by the county general revenue funds.

Memorandum


We suggest language be added to authorize flags be donated, as opposed to requiring them to be purchased. There are numerous veterans organizations throughout the state that might be willing to donate a POW/MIA flag. Also, the title of the bill specifies that the bill requires display of POW/MIA flag at county courthouses and other government buildings. The bill only requires display of the flag at county courthouses.
