Explanation of above estimates (including long-range effect):
Memorandum
There is an unknown cost associated with the implementation of this piece of legislation which would require further research. There are product costs associated with the purchase of and presentation of the Purple Hearts of an unknown amount since we cannot foresee the number of retirees requesting this award. This would also involve the rewriting of WV State Police policy as it applies to the eligibility of the recipients of the Purple Heart award; time and labor to review, research historical agency records, and validate the requests would also be involved.
