Explanation of above estimates (including long-range effect):


Insufficient information is provided in the proposed bill to be able to estimate a cost for establishing charter schools. For example, the bill does not identify any funding sources, but includes the prohibition that charter schools may not charge tuition. Therefore, it is assumed that the sponsors of the charter schools would pay the entire costs of creating and operating the schools, but this is not specified. The proposed bill does require the county boards of the counties where the charter schools are located to transport the students to the charter schools, but again, insufficient information is available to be able to compute a cost estimate. The cost would be dependent on the location of the charter school, the number of students enrolled in the charter school, the begin and end times for the school day, and other factors that are unknown at this time. Using FY11 county transportation costs and enrollment data, the state average annual cost for a county board to transport a student is $1,079, but the incremental cost for transporting students to a new charter school would most likely not be as much, especially if the students are currently attending the public schools and the charter school is located in close proximity to an existing public school.
