This bill would require each county board of education to provide an automated external defibrillator (AED) along with Cardiopulmonary and AED training for one person in each public school in the state.

Explanation of above estimates (including long-range effect):


In an October 2012 statewide electronic and phone survey to all WV public schools, the following information was obtained: Schools with AEDS-----------------492 School without AEDs--------------173 Unable to obtain a response------65 The total of AEDs needed to completely cover all WV Public Schools (Elementary, Middle, High and Career & Technical Schools) would be approximately 238 AEDs @ $1610.00 average for a total of $383, 180.00 (includes pediatric and adult pads/key, wall mounting box, battery, CPR mask/gloves, carrying kit and wall signs). The cost to training through the RESA Public Service Training Centers for one school personnel per each 238 schools (238 personnel) without AEDs is about $35.00 per person for a total of $8, 330.00. Each school could arrange the CPR/AED training of school personnel to be completed on an ISE day to relieve the excessive cost of substitutes for approximately 238 school personnel. The CPR/AED training would be needed to be renewed every 2 years for school personnel along with a battery replacement of the AED approximately every 4-5 years or when used in an emergency ($250.00) and replacement of electo-pads every 2 years or when used in an emergency ($100.00 for pediatric and $50.00 for adult). This cost would be incorporated into the school budget or county budget for Crisis Response Planning. Note: This fiscal note does not include off-site PreK classrooms and institutional education facilities.
