Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to encourage the State of West Virginia, Counties and Municipalities to prominently display the national motto "In God We Trust" on all public buildings. We estimate that the cost to place a cast aluminum plaque that is 15" x 20" in size would be $695.00 each with a cost of $150.00 each for the installation. We have identified 502 locations where the signage could be displayed. Therefore, the estimated cost to the State of West Virginia with the passage of this bill would be $424,190.00.

Explanation of above estimates (including long-range effect):
A recent report by the Board of Risk and Insurance Management shows the State of West Virginia has 5,605 owned locations. The structural value of these locations range from $100 to $400,000,000. This fiscal note assumes that any location with a structural value less than $250,000 could be eliminated as it would most likely not be considered a major location. This left just 572 locations with structures valued greater than $250,000. When you look at those 572 locations, 70 of them had no contents coverage. If there is no contents coverage we assumed that the locations did not have employees in them. The final number of locations which the Department of Administration believes the plaque could be displayed is 502.

The Department of Administration's fiscal note does not include public buildings owned by Counties and Municipalities. To determine their costs, a fiscal note should be sent to representatives of the Counties and Cities.
