The purpose of this bill is to require the West Virginia Secondary School Activities Commission (WVSSAC) to adopt rules to provide for use of neck braces by football players in interscholastic athletic football events.

Explanation of above estimates (including long-range effect):


The WVSSAC shall be responsible to provide any rule pertaining to interscholastic athletic football events, including that players are required to wear neck braces, in addition to head gear and other protective equipment. County boards of education are responsible to manage county level policies and protocols, which include sporting events and rules provided by the WVSSAC. This would put the financial burden on the county board of educations to pay for neck braces for each individual football player on school football teams. According to WVSSAC representatives there were 10,478 students that signed up to play football state-wide in 2012. The average cost for a football neck brace is around $54.00. If the same number of students sign up to play football for the 2013 season at a number of 10,478 and were supplied a neck brace at the average cost of $54.00 dollars, there would be an estimated initial cost collectively to the 55 school districts of West Virginia of $565,812.00. There may be added costs each year to school districts for the purchase of additional neck braces for more players signed up to participate in football, but that cost cannot be determined at this time. The WVSSAC, following the National Federation of State High School Associations required equipment recommendations for high school football competitions, does not consider neck braces required equipment for participation in interscholastic football events in West Virginia Schools.
