The legislation would transfer the WV Turnpike to the Division of Highways (DOH)along with those specific employees and equipment used on the roadway. Funding from the turnpike will be placed in a separate account within the Road Fund for maintaining the facility. With the $10 million cap a year, the funding is insufficient to cover the cost of maintaining the Turnpike and the transfer of those employees and equipment specifically dedicated to the highway.

Explanation of above estimates (including long-range effect):

Unknown - if the DOH is limited to $10 Million a year to expend on the highway, the funding would be insufficient to maintain the highway. Money allocated for maintenance 10,000,000 88 Miles x 4 lanes x $12,060/mile 4,245,120 Monies remaining 5,754,880 While $5,754,880 would allow for paving, it would be inadequate for the DOH to maintain the 116 bridges. Additionally, funding is not provided to cover the salary and benefits of the employees or to maintain the equipment transferred in the bill.

Memorandum

If enacted, the legislation has insufficient funding. In 17-16A-4(i), the bill states that funds transferred to the DOH be limited to $10 million per year until depleted. The Governor's Blue Ribbon Commission on Highways is estimating that it will take $59 Million annually to maintain this facility.
