The purpose of this bill is to provide pay rates for teachers and service personnel employed by county boards of education and institutions of higher education for work assignments outside of regular school days or regular employment duties, or beyond contracted employment periods.

Explanation of above estimates (including long-range effect):
While the proposed legislation would result in increased costs to the county boards of education, there is insufficient data to estimate that increased cost. While in many instances teachers and service personnel are paid their calculated daily rate of pay, there are situations where county boards of education pay less than that daily rate of pay. Based on discussion with three county boards of education, the following are examples of situations where county boards do not pay the calculated daily rate to employees:
If a service personnel works on a summer/seasonal contract that holds a lower pay grade, many county boards of education pay the lower pay grade associated with the work actually being performed.
If a teacher attends a staff development event that is being funded through a grant, the teacher is paid the stipend amount specified in the grant even if it is less than the teacher's calculated daily rate.
If a teacher attends a staff development event during the summer, some counties pay the teacher a flat hourly or daily rate that does not consider the individual's education level and years of experience.
If a teacher provides after-school tutoring services, some counties pay the teacher a flat hourly or daily rate that does not consider the individual's education level and years of experience.
