Effect this measure will have on costs and revenues of state government.


This bill would require driver license applicants to pass a drug screen prior to licensing. The Division of Motor Vehicles is not currently in a position to perform or oversee drug testing. Drug testing is performed by private companies which were surveyed and asked the cost for a drug screen. The drug screen includes Amphetamines, Cocaine, Marijuana, PCP, Opiates and several prescription drugs that are commonly abused such as Oxycodone and Xanax. This drug test is referred to as an “expanded drug screen.” The cost for the drug screen is $75 per test. This test would need to be performed twice according to this legislation, once for the instruction permit and then again prior to the issuance of the class “E” license. Several counties in the state do not have drug testing facilities. The administrative cost for this licensing step may include programming, personnel costs and overhead. An additional cost could be incurred if a standardized form would be required. This fiscal note reflects what this Agency believes is the most cost effective by requiring the applicant to bring in certification. This fiscal note reflects the Division of Motor Vehicles’ costs. The costs of the actual test would be borne by the applicant.
