Effect this measure will have on costs and revenues of state government.
This legislation will have no impact on the revenue of the state of West Virginia. It may cause some additional expense for the state through Juvenile Services if there are incidental commitments resulting from a juvenile arrested for the offense. At this time, if an offense of this nature is not handled in some sort of community-based treatment program as in a mental health center and probation-formal or informal these commitments would add to our daily census for the six months to a one year commitment period.

Explanation of above estimates (including long-range effect):
As this legislation is written there no way to determine the number of individuals that may be committed to the Division of Juvenile Services for these offenses.
Memorandum
The bill states --a minor who violates the provisions shall be adjudged a juvenile delinquent, and disposition may be made by the circuit court to commit the juvenile delinquent to the custody of the Director of Juvenile Services ... The words "may commit" makes it impractical for Juvenile Services to assume there would be any fiscal impact because if the Juvenile Services' facilities are not full to capacity then the commitment of these offenders mayor may not cause a difference in the operating expenses of the facilities.
