Effect this measure will have on costs and revenues of state government.


As currently drafted, SB 26 will have potential fiscal impact on the Offices of the Insurance Commissioner (OIC). If enacted, SB 26 will require health insurance coverage of hearing aids for individuals under eighteen years of age. As currently written, SB 26 does not contain exception language for benefits that exceed essential health benefits (EHB). In order to quantify the estimated cost of providing hearing aids to minors, the OIC will need to obtain and analyze the relevant data. The OIC will re-submit this fiscal note when the analysis is completed.

Memorandum


As currently drafted, SB 26 will have fiscal impact to the Offices of the Insurance Commissioner (OIC). SB 26 requires insurance coverage of hearing aids for minors. The federal Patient Protection and Affordable Care Act (PPACA)section 1311(d)(3) provides that a state must defray the cost - by direct payments to enrollees or to the plan- of any state mandated benefit in excess of the essential health benefits (EHB). SB 26 does not contain any exception language for the extent to which the benefit exceeds the essential health benefits (EHB), so the State would be responsible for the benefit costs that exceed the EHB. In order to provide an estimate of the potential costs to the State of the insurance benefits required by SB 26, the OIC will need to obtain and analyze the relevant data.
