Due to the extensive nature of the proposed legislation and the number of unknown variables, the DEP is unable to determine an estimated cost. Based on the information provided, the DEP does not feel that the fee charged at the time of purchase of a covered electronic device will cover all of the costs related to the requirements of the proposed legislation.

Explanation of above estimates (including long-range effect):
The complexity of the bill is such that determining an estimate of the costs and revenues is not possible. The bill has many requirements of both DEP and the electronic device industry. As written, the bill may be a detriment to retail sales in the State, causing consumers in bordering counties to take their business across state lines to make purchases.
Determining revenue numbers is difficult using the criteria in the bill, and this is complicated by having to anticipate the drop in sales due to the bill itself.
