Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The DEP anticipates that the proposed legislation will require one part-time (.5 fte), Environmental Technician I to handle the day-to-day duties. This includes forwarding all plats and data relating to horizontally drilled wells to the United States Geological Survey and to the West Virginia Geological and Economic Survey. They will also be responsible for maintaining the information in the database.
This legislation will also require the services of a programmer to develop the web-site, to assist in converting existing data into the web-site, and to provide technical support and maintenance, as needed.

Explanation of above estimates (including long-range effect):
The DEP is estimating one part-time Environmental Technician one (.5 fte) to handle the day-to-day responsibilities of the proposed legislation. We have estimated this position's salary at the mid-range, with benefits and a minimal amount of current expense per year to cover office expenses.
We have estimated a part-time GIS Tech (.25 fte) to develop the public accessible web-site and assist with data conversion and on-going technical support and maintenance. We have estimated this position's salary at the mid-range, with benefits and minimal current expense.
We also anticipate additional expenses of $10,000 in the first year for everything required to develop the web-site. This will not be an on-going expense.
Our estimate does not recognize any activity on this project until July 1, 2013.
