Effect this measure will have on costs and revenues of state government.
Changing the definition of a waste tire pile from 100 to 25 will not significantly increase the annual spending on tire pile cleanups. Annually we are identifying an average of 134 sites containing 25 to 100 tires; resulting in approximately 7,051 tires. If we were to combine all of these sites, they do not equal the number of tires disposed of in one large tire pile.

Explanation of above estimates (including long-range effect):
Changing the definition to include waste tire piles of 25 or more will increase the number of tires cleaned up by the program by approximately 7,000 tires per year. The estimate includes additional disposal fees, equipment usage, manpower, etc. but does not require the hiring of additional staff or the purchase of additional equipment. The estimate is based on this new definition being effective at the start of the 2014 state fiscal year. Therefore, no cost has been estimated for 2013.
