Explanation of above estimates (including long-range effect):


There would be no cost to the State under this proposal since the allowances under the Public School Support Program are not being increased to provide funding to employ the additional assistant principals. As a result, the cost of this proposal, estimated at $4,864,542 for the 2013-14 year, must be borne by the various county boards of education. If county boards retain existing assistant principals at their current locations and hire new assistant principals at schools who would require one under the proposed legislation, the cost to the counties would be an estimated $7,431,431. If the county boards redistribute all assistant principals currently employed to only those schools requiring them under the proposed legislation, the estimated cost to the counties would be $2,297,653. For the fiscal note, WVDE assumed that approximately half of the existing assistant principals would be redistributed to other schools and utilized the average of the two calculations.
