The purpose of this bill is to create the framework for incorporating the methods and learning tools developed by the Khan Academy for the teaching of mathematics into the classroom of middle schools. Please note: The Khan Academy is currently available in all classrooms across West Virginia through the West Virginia Department of Education's Learn 21 website at http://wvde.state.wv.us/learn21/ at no cost to any school or individual student. The Khan Academy materials and interactive website represent an excellent resource. The West Virginia Department of Education supports and promotes the use of the Academy materials as part of a rich middle school mathematics curriculum. The Standards for Mathematics Practice within the currently-adopted standards require students to engage in processes and procedures that are partially met and supported by the Khan Academy materials. However, caution is recommended when using this material as the sole source of our middle school student's mathematics education. Students must have the opportunity to communicate mathematically with others, critique the reasoning of others, choose appropriate tools and engage in mathematical reasoning and problem solving. Additionally, classroom instructional design, delivery and strategies must shift if we are to help students meet the demands of the next generation assessments which will include performance tasks be used to better measure a student's ability to integrate knowledge and skills across multiple standards - a key component of college and career readiness.
