Effect this measure will have on costs and revenues of state government.


This bill will result in an increase in future costs to state government related to health insurance for civilian employees. This bill will also result in a decrease in future costs to state government related to the additional 240 hours of military leave when firefighters are deployed for a contingency operation. Another possible financial impact that cannot be clarified at this time is cost of training for civilian firefighter. Military firefighters attend Department of Defense Fire School in a military status. Questions have been posed to the National Guard Bureau Program Manager to determine whether or not there would be a fiscal impact to the state for this training of civilian firefighters.

Explanation of above estimates (including long-range effect):


Currently firefighters must be members of the military to hold a state position. Many military members elect health insurance coverage through the military's TRICARE program. This insurance is available only to members of the Armed Forces. Member that separate from the Armed Forces, but still hold a state position would have to elect state health insurance though PEIA. As a result, future state government costs would increase by $320,760 in state fiscal year 2014. In the following fiscal years, this cost will continue to increase as PEIA raises insurance rates. Currently, firefighters are authorized an additional 240 hours of military leave when deployed for a contingency operation. The State would not incur a cost for this additional military leave. We are unable to determine a financial impact because we do not know when and if a firefighter would be deployed for a contingency operation in fiscal years 2013 and 2014 and future years.
