Effect this measure will have on costs and revenues of state government.


The West Virginia Division of Corrections has no method to predict how many offenders would be affected by this legislation. However, for each offender sentenced in this manner the State of West Virginia could expect to pay an additional $122,235 ($24,447 average annual cost per inmate in FY2012 x 5 additional years). In addition, the language calls for the 5 years to be “mandatory” but does not clarify if that extra time would be added to the parole eligibility date or the maximum discharge date.
