To Whom it May Concern: The Board of Coal Mine Health and Safety ended last fiscal year with a budget surplus of $18,012.26. While I feel confident that this is sufficient to cover the new studies required by the Legislature, I do not feel that it will adequately allow the Board to address its new duties. To that end, on behalf of the Board of Coal Mine Health and Safety, I would like to request $20,000 in 001, which allows for Board members to be paid as well as any raises which may be needed for the added duties. As a note, the Governor sets the Administrator’s salary, but the pay for the Administrator’s staff fall under Civil Service guidelines. Due to successive years where duties of the Administrator and his staff have grown considerably, I am requesting additional monies in this regard. This will also allow us to prospectively hire a summer intern through the Governor’s internship program to help with these studies. Further, I am requesting $10,000 in 026, or the travel and expenses line item. Finally, let me bring to your attention that the Board of Coal Mine Health and Safety, as well as several of the Boards which I administer, operate under the restrictions applied to interim committees and the $4500 cap placed on legislators. If the Board is going to carry out its statuary functions, this cap needs to be modified in some way to allow Board members to carry out their duties. In humble consideration, Joel L.
