Due to the extensive nature of the bill and the number of unknown variables, the DEP is unable to determine an estimated cost. Based on the information provided, the DEP does not feel that the fee charged at the time of purchase of a ced will cover all of the costs related to the proposed legislation.

Explanation of above estimates (including long-range effect):
The complexity of the bill is such that trying to estimate costs and revenue in a short time frame is not possible. The bill has many requirements of both DEP and industry. As written, the bill may be a detriment to retail sales in the State, causing consumers in border counties to take their business across state lines to make purchases.
Determining revenue numbers is difficult using the criteria in the bill, and this is complicateed by having to anticipate the drop in retail sales due to the bill itself.
