Effect this measure will have on costs and revenues of state government.
The WVDOC cannot predict how many additional inmates would be sentenced to our custody as a result of this legislation. However, for each additional offender, the state can expect a cost of $23,674 per year they are incarcerated (average cost per inmate in FY 2011). For example, an offender that is incarcerated for 3 years under the second offense provision would cost the state $71,022.
