Effect this measure will have on costs and revenues of state government.


Implementation of this proposed legislation will cost approximately $4,174,112 in FY 13 and future years based upon the weighted average hourly pay rate for members ranked as trooper, senior trooper, trooper first class, corporal or sergeant and the median monthly housing costs for owner occupied housing units with a mortgage identified in the US Census Bureau Table GCT 2511 updated by the most recent American Community Survey Set 2007-2009. The projected cost for call back time is $4,063,590; the projected cost for the housing allowance is $110,522.

Explanation of above estimates (including long-range effect):


It is impossible to predict the exact cost associated with this bill due to the varied circumstances which dictate when and how many troopers may be on call. In order to provide some reasonable estimate of the expected cost, we have appplied the number of detachments without 24 hour coverage (59)to the number of hours per day (8) they are generally unstaffed. Again, based upon circumstances which change from week to week and day to day, the number of unstaffed detachments for any portion of a day may vary and the number of hours they may be unstaffed can vary greatly. Additionally, data is not readily available to determine how many hours officers are required to appear in court on their day off. The housing allowance currently affects 44 out of 642 troopers who work and reside in Berkeley, Cabell, Jefferson, Monongalia and Putnam counties. The count can change greatly based upon reassignment, their residence changes and census data.
