Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the Department of Health and Human Resources to reimburse the circuit clerk of the county where involuntary commitment hearings are held for expenses, including filing, postage and copies.
This bill transfers the costs for filing, postage and copies related to involuntary commitment hearings, from the circuit clerk of the county where the hearing is held to the Department of Health and Human Resources. The Department estimates that the minimum cost to comply with the proposed legislation would be $117,145. This estimate is based on known commitments, which is the only information available. The number of total hearings, including those where the individual was not committed, was not available, however this would increase the cost.

Explanation of above estimates (including long-range effect):
The above estimates are based on information from the Lewis County, County Clerks Office, indicating the per hearing costs for filing, copies and postage is thirty five dollars ($35.00) total. This amount was multiplied by the total number of known commitments for state fiscal year 2011 (3347 known commitments) to estimate the minimum amount the bill is projected to impact the state.
