Effect this measure will have on costs and revenues of state government.
This legislation will increase the E911 revenues collected by the Public Service Commission by the eliminating the three percent billing fee that is currently retained by the mobile radio service providers. Elimination of this three percent billing fee means the entire $3 per line charge will be sent to the Public Service Commission to be distributed as directed by §24-6-6b of the Code of West Virginia. Total additional revenue collected will be approximately $1.1 million based on the latest full fiscal year of E911 fee collections.
This legislation’s requirement to send out the E911 payments to West Virginia Counties monthly rather than quarterly will have minimal impact on costs. Existing staff can absorb the additional work so the only added cost will be for postage and supplies necessary to process payments monthly rather than quarterly.

Explanation of above estimates (including long-range effect):
E911 revenues collected in pass-through fund 8630 will increase by approximately $1.1 million per annum because of the elimination of the three cent billing fee. $35.8 million in E911 fees was collected in the latest full fiscal year. This would have been $36.9 million if the 3% billing fee had not been withheld by the mobile radio service providers.
The increase in current expenses in fund 8623 is for postage and supplies needed to make monthly rather than quarterly E911 check mailings to each West Virginia County.
