Effect this measure will have on costs and revenues of state government.


HB4450 would provide a general revenue appropriation to supplement the federally-funded Senior Farmers' Market Nutrition Program. This program provides $20 fresh produce vouchers to eligible seniors, and HB4450 seeks to provide state funding to add an additional $30 in vouchers per participant, bringing the total value to $50 per participant. A general revenue fund would be created to cover the cost of the state funding contributed to the voucher program. The total cost to the state would be $736,133 to implement this program and maintain it for subsequent years. The proposed legislation would not generate additional revenue to the state.

Explanation of above estimates (including long-range effect):


HB4450 would require $736,133 to create and sustain the additional voucher funding for the Senior Farmers' Market Program. With a participation level of 23,000 individuals, an additional $690,000 would be required to fund the extra $30 in vouchers per participant. In addition to the value of the vouchers, an increase in funding would require an additional $46,133 to administer the program. This amount assumes keeping current practice of printing $2 vouchers equals an additional 15 vouchers per participant. Administrative costs include printing charges to create the additional vouchers of $23,018, and bank fees from the statewide contract financial processing vendor of $23,115.
