Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require persons with a mobility impairment placard (handicap parking placard) to have on the placard a photograph of the person to whom the placard is issued. Currently, handicap parking placards are ordered in bulk and are consecutively numbered. These placards are distributed through the Division of Motor Vehicles’ central location in response to an application by mobility impaired individuals. The least costly distribution would still be through the Division’s central location, but with the addition of a photograph additional equipment and personnel would be required. The current Driver’s License vendor has provided a quote to provide an all- inclusive process that would include the following on a per cost basis of $5 for each placard: - Creating/retrieving daily batch of placards to print - Retrieving application images - Printing placards - Reporting - Labor - Equipment - Consumables - First Class postage It has also been suggested that due to privacy considerations a sleeve would be needed to obscure the photograph image on the placard. This could add an additional $0.11 per placard. There are no current revenues associated with the distribution of handicap placards per Federal Rule. The Division currently has approximately 420,000 handicap placards distributed. The cost associated with replacing these placards with a new placard to include a photograph would be approximately $2,146,200.
