Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require voters to provide a photo ID when voting, to provide for provisional ballots to be cast by voters who do not possess the required photo ID, and, additionally, to provide for complimentary photo ID cards to be issued to any voter who requests one. The West Virginia Secretary of State’s web-site shows there are 1,217,515 persons currently registered to vote. As of July 1, 2011, there were 1,284,158 West Virginia citizens that had been issued a driver’s license and 103,320 that had been issued an ID card. Using only those individuals currently registered to vote that do not possess a photo ID and current ID holders, there would be a need to provide at least 169,963 ID’s at no charge. The figures provided below shows how we have arrived at the estimated number of potential free Voter ID’s: Current Number of Issued Driver’s Licenses 1,284,158 Current Number of Registered Voters 1,217,515 Difference 66,643 Current Number of ID’s Issued 123,927 Current Number of ID’s Issued at No Charge 20,607 ID Difference 103,320 Current Number of ID’s 103,320 Difference between Issued Driver’s Licenses And Number of Registered Voters 66,643 Pool Difference w/Registered Voters 169,963 The total cost to issue an ID Card is $7.60, which includes material and personnel costs. This results in an approximate cost to the Division of $1,291,719.
