Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
We anticipate that the proposed legislation will require one part-time (.5 fte), Environmental Technician I to handle the duties. This includes forwarding all plats and data relating to horizontally drilled wells to the United States Geological Survey and to the West Virginia Geological and Economic Survey.
This legislation will also require the creation of a publicly accessible database containing all of the information on horizontally drilled wells.
The Environmental Technician I will be responsible for maintaining the information in the database.

Explanation of above estimates (including long-range effect):
The legislation will require one part time (.5 fte) Environmental Technician I. We have estimated the salary at mid-range with benefits and a minimal amount of current expense.
The creation of the database will require a one time investment of $10,000. This cost will not be on-going.
Our estimate does not recognize any activity on this legislation until July 1, 2012.
