Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require voters to provide a photo ID when voting, to provide for provisional ballots to be cast by voters who do not possess the required photo ID, and, additionally, to provide for complimentary photo ID cards to be issued to any voter who requests one.
The 2010 Census shows a voting age population of 1,465,566 citizens in the state of West Virginia. As of July 1, 2011, there were 1,284,158 West Virginia citizens that had been issued a state ID card or driver’s license. This leaves 181,418 individuals without a driver’s license or ID card that would be provided a no charge ID by the Division of Motor Vehicles. Also to be considered are the 123,927 current ID’s that would be issued at no cost, creating a revenue loss of $309,818.
The potential pool for free ID’s is 305,345.
The total cost to issue an ID Card is $7.60, which includes material and personnel costs. This results in an approximate cost to the Division of $2,320,622.
Residents 65 years and older, blind or legally blind are currently being charged $2.50 for an ID card. This legislation appears to eliminate that fee. For the 20,607 individuals 65 years and older, the revenue lost would be approximately $51,518.
