Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide for the issuance of a military veteran photo identification card. The bill establishes requirements. The bill also grants rule-making authority.
According to the West Virginia Department of Veteran’s Assistance there are currently 185,000 veterans in the state of West Virginia. The present driver’s license/identification card contract provides for a veteran’s designation on the state-issued driver’s license or identification card at no additional charge.
The re-issuance of a specific veteran’s identification would require a contract addendum or a new contract. The cost estimates for this legislation are based on our current contract.
Using the current cost of $7.60, which includes personnel costs and material cost, per identification card the total cost to the Division would be $1,406,000.
