Effect this measure will have on costs and revenues of state government.
Lowering the Regional Jail Fund down in order could hurt the West Virginia Regional Jail and Correctional Facility Authority’s ability to pay our debt service payment if the fines and costs are not collected in full. The Authority has been losing court fees revenue over the last few years. Other revenue sources have to be used to make up the difference. This could impact the West virginia Regional Jail and Correctional Facility Authority per diem rate charged to counties, municipalities and the State of West Virginia.

Explanation of above estimates (including long-range effect):
The West Virginia Regional Jail and Correctional Facility Authority is on pace to be short $1.3 million in court fee collections for fiscal year 2012. The Regional Jail Authority estimate that the Authority could lose another $1.2 Million in court fee collections if this bill is passed.
