Explanation of above estimates (including long-range effect):
The Broadband Deployment Council is a volunteer group appointed by the Governor. As such, we have no staff. Therefore the additional duties imposed by this bill would not cost the state any money. It might, however, impact the willingness of the volunteers to serve on the Council.
In my personal view, this more proerly belongs at the PSC.
