Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to expand the definition of Class A vehicles to include larger pickup type trucks registered at more than 8,00 pounds but less than 10,001 pounds. This change would allow these vehicles to display special license plates and allow sheriffs to renew these registrations in their offices. The bill also designates class farm trucks as Class X. The Division of Motor Vehicles currently registers vehicles over 8,001 pounds as Class B. Class A Vehicles have a current registration fee of $28.50. Vehicles weighing 8,001 to 9,000 pounds have a current registration fee of $33 and vehicles weighing 9,001 to 10,000 pounds have a current registration fee of $38, resulting in a reduction of registration fees of $4.50 and $9.50, respectively. The Division currently has 17,279 vehicles in the 8,001 - 9,000 pound class. The reduction in registration fees for this current number of vehicles would be $77,786. There are 4,225 currently registered in the 9,001 - 10,000 pound class. The reduction in these registration fees would be $40,137; for a total of $117,893. Assuming that 30%, or 6,451, of the vehicles in the 8,001 - 10,000 pound class would purchase special plates at a cost of $15, an extra $96,768 in revenue would be generated. This would result in an total revenue loss of $21,125. Reclassifying these vehicles to a Class A registration would also allow them to renew at County Sheriff Offices statewide.
