Effect this measure will have on costs and revenues of state government.


The purpose of the proposed bill is to authorize certain individuals to obtain a prescription for epinephrine, purchase epinephrine, and administer epinephrine in emergency situations and to authorize the Department of Health and Human Resources to promulgate rules for the development of training programs to insure the proper use of epinephrine in these emergency situations. The proposed legislation requires the Department to promulgate a rule that establishes the standard for training programs for use of epinephrine in emergency cases and to approve programs that provide training for such use. This effort would not require significant time on the part of the current staff of the Department and could be absorbed without additional cost to the Department. No costs have been included for the provision of developing a training course, providing training, or monitoring those individuals who have completed the training course successfully as the proposed legislation does not specify the responsible party with regard to these provisions.
