H.B. 4267 requires the West Virginia Department of Environmental Protection to initiate a study with the School of Public Health at West Virginia University for the purpose of studying the human and environmental health impacts of shale gas development. The proposed bill requires the study to be performed for all potential pollutants from shale gas development. The annual cost of this study is estimated to be $450,000 per year.

Explanation of above estimates (including long-range effect):
The open-ended and on-going nature of the proposed bill results in an estimate of $450,000 per year in order to provide the high level of expected research and results required by the bill and in order to fill the gap in existing health data with respect to the potential for human and environmental health impacts of shale gas development.

H.B. 4267 does not specify an end date to the study so estimates have been made on the assumption that this will be an open-ended and on-going study due to the broad scope of the study that includes the potential for human and environmental health impacts for all potential pollutants from shale gas development.
