Effect this measure will have on costs and revenues of state government.
As of June 30, 2012, the WVDOC had 544 inmates incarcerated for the offenses included in this bill as their most serious crime. Eliminating parole for these offenses would result in future convictions occupying WVDOC bed for many additional years. The fiscal impact would be enormous. If each of the 544 offenders currently incarcerated stayed an average of 5 additional years the fiscal impact would be $64 million ($23,674 average annual cost per inmate in FY 2011 x 544 x 5 years). Additionally, the State is currently struggling with the question of the need for another prison, a change similar to what is outlined in the proposed legislation would swing the pendulum even further in that direction. If a new prison is necessary, construction estimates range from $100 million to $200 million with yearly operational costs topping $20 million.
