Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require new facility project receiving state funds comply with Initernational Code Council 2009, International Energy Conservation Code and the ANSI/ASHRAE/IESNA Standard 90.1-2007. There would be no fiscal impact to the Department of Administration as our General Services Division already requires their architecture and engineering firms to design new buildings to LEED standards and the ICC Energy Conservation Code and ASHRAE 90.1 are also minimum requirements for LEED certification.

Explanation of above estimates (including long-range effect):
Although the passage of this bill would have no fiscal impact on the Department of Administration, I do not know the impact to the State as a whole. There may be other state entities who construct new facilities and I am unaware as to whether those entities already require LEED standards. If not, there would be a small percentage added to the construction costs.
Memorandum
If this bill would be amended to include renovation projects, and not just new facilities as introduced, there would be additional costs. It would not be practical to bring existing facilities up to those standards unless it was a major renovation project.
