Effect this measure will have on costs and revenues of state government.


SB 29 would have a nominal impact on the revenues and expenditures of state government as they directly relate to the regulatory responsibilities of the Offices of the Insurance Commissioner (NO fiscal impact). The proposal requires individual and health insurance providers and the West Virginia Public Employees Insurance Agency to offer wellness programs with incentives for participation which may have fiscal impact on PEIA. A fiscal note has been requested from PEIA and should be read in conjunction with this note.

Memorandum


Individual and group health insurance providers and the West Virginia Public Employees Insurance Agency may file rates incorporating the wellness programs, but there is no fiscal impact as it solely relates to the operations of the Offices of the Insurance Commissioner. Commercial insurers may file rates incorporating the expansion of benefits, but the process for review at the state level would remain unchanged.
